TRANSPORT INFRASTRUCTURE IN THE GEO-ECOLOGICAL MONITORING SYSTEM FOR LAND RESTORATION

Abstract

The article defines the relevance of the study, which is determined by the need to ensure the efficient use of transport infrastructure land through the application of modern geoinformation systems. The processes of transport infrastructure land use are affected by the consequences of aggressive military operations. The work achieves the goal of defining transport infrastructure in the system of geo-ecological monitoring of land restoration. To achieve this goal, the following tasks were solved: substantiation of theoretical provisions for the definition of transport infrastructure; identification of the peculiarities of transport infrastructure functioning. It has been established that the restoration of transport infrastructure destroyed or damaged as a result of the Russian Federation's armed aggression against Ukraine should, if possible, be carried out at a higher quality level (according to the principle of «build back better»), including taking into account the standards provided for by Ukraine's international legal obligations in the field of European integration, European Union law (EU acquis), in particular standards for transport safety and transport decarbonisation. To develop geo-ecological monitoring of the use of transport infrastructure land, a quantitative basis is being formed, which is created on the basis of the application of mathematical tools, analytical and expert methods, environmental and spatial support, information parameters and construction support features. It is proposed to use geographic information systems for the formation and functioning of transport infrastructure. As a result of the study, transport infrastructure is defined as a system of transport communications that ensures the formation of passenger and freight transport, and is determined by a complex of technical structures and devices for its functioning, land resources, safety parameters, and leads to the uninterrupted operation of end consumption chains, taking into account the influence of environmental factors. The study identified the characteristics of the functioning of transport infrastructure, which are characterised by systematicity, the influence of external and internal factors, land relations, security conditions, and environmental factors
