MAIN APPROACHES TO IMPROVING THE UNIFIED DIGITAL INTEGRATED INFORMATION AND ANALYTICAL SYSTEM FOR MANAGING THE PROCESS OF RECONSTRUCTION OF REAL ESTATE, CONSTRUCTION AND INFRASTRUCTURE

Abstract

The Unified Digital Integrated Information and Analytical System for Managing the Process of Reconstruction of Real Estate, Construction and Infrastructure is studied. The concept of the “DREAM platform” is revealed. It has been shown that the DREAM platform collects, organizes and publishes open data at all stages of recovery projects in real time, implementing the highest standards of transparency and accountability. It is determined that the advantage of using the platform is that anyone, anywhere can monitor project performance and use this information to reduce risks, create accurate reporting, and improve overall project performance. A study of the regulatory framework was conducted, namely, the Resolution of the Cabinet of Ministers of Ukraine of 15.11.2022 No. 1286 “On the Implementation of a Pilot Project on the Creation, Implementation and Operation of the Unified Digital Integrated Information and Analytical System for Managing the Process of Reconstruction of Real Estate, Construction and Infrastructure”, which is the main regulatory document governing the functioning of the system. The interaction of the DREAM platform with other systems to which it belongs is studied: Register of Damaged and Destroyed Property; Geographic Information System for Regional Development (GIS), which is under development; Unified State System in the Field of Construction (e-Construction); Diia - a single portal of public services; Reconstruction Project Management System or user functionality; Prozorro - an electronic public procurement system; eContracting (under development); Unified State Register; Spending.gov.ua - a single web portal for the use of public funds and the Unified State Register of Legal Entities. The problems that exist today are identified. The main approaches to improving the DREAM platform are developed, including the creation of a separate account for contractors and feedback in the form of developed functionality directly on the website. The advantages and disadvantages of these approaches and the possibility of further application are investigated
