MANAGEMENT OF PUBLIC PARTICIPATION PROJECTS IN THE FIELD OF TRANSPORT AND ROAD REPAIR AND CONSTRUCTION

Abstract

The relevance of the research topic is determined by the need for improvement and further development of scientific and methodological support for the management of public participation projects in the field of transport and road repair and construction. The purpose of the study: to propose a scientific and methodological justification of the conditions for choosing an approach to structuring a set of PP projects as a portfolio - in terms of separating certain components of this set according to thematic direction as sub-portfolios or subdivisions of the portfolio (subportfolio). The object of research is the processes of forming a set of PP projects before implementation. Under the conditions of using the criterion of the ratio of the number of votes to the request for funding to evaluate the selection and prioritization of PP projects for implementation, an approach to justifying the feasibility of structuring the totality of PP projects as a portfolio, by thematic areas - as sub-portfolios, is proposed. The basis of this approach is the comparison between the aggregates of PP projects of different thematic directions regarding the significance of the differences between them according to the request for the amount of funding. In the event of the significance of the specified differences, it is advisable to consider the totality of PP projects of different thematic directions as sub-portfolios, otherwise, if the conditions for the implementation of PP projects are not analyzed in the future, as subdivisions of the PP project portfolio
