ORGANIZATION OF SPATIAL DEVELOPMENT OF TERRITORIAL COMMUNITIES

Abstract

It is proved that in the modern system of local self-government, territorial communities are of great importance, which ensure the formation of land resources and land use. Along with this, there are certain issues to ensure the efficiency of land use in territorial communities. The presented problems of forming directions for implementing spatial planning, ensuring spatial development, and its organization in territorial communities are deepened. The need for increased activity in relation to the development of comprehensive plans for the spatial development of territorial communities has been identified. The goal of the study was achieved in determining the organizational aspects of the spatial development of territorial communities. In accordance with the goal, the following tasks were solved: substantiation of theoretical provisions for determining the spatial development of territorial communities; determination of structural components of the organization of the spatial development of territorial communities; characterization of directions for ensuring the spatial development of territorial communities. Spatial development of territorial communities is defined as a system of formation and application of a complex of means that are determined by functional, spatial urban planning, environmental, and investment factors, the interaction of which leads to the construction of a qualitatively new state compared to the past, which is characterized by a permanent increase in the main indicators of the functioning of territorial communities, an increase in the quality of life of the population.The following directions of spatial development of territorial development have been identified: formation of information and analytical support for the development of territorial communities; identification of factors influencing spatial development; construction of a multilevel system of indicators of spatial development of territorial communities; development of local models of spatial development assessment using expert and analytical methods; assessment of local indicators; construction of systemic assessment models using the arithmetic mean method; assessment of systemic indicators of spatial development of territorial communities; construction of an integral assessment model; determination of weight coefficients using the method of hierarchy analysis; assessment of the integral indicator of spatial development of territorial communities; modeling of spatial development indicators; forecasting of spatial development of territorial communities; implementation of spatial planning; organization of spatial development of territorial communities; development of comprehensive spatial development plans; development of scientifically based recommendations for ensuring spatial development of territorial communities. Theoretical provisions for determining the spatial development of territorial communities are substantiated, directions for its provision are determined, which are determined by quantitative parameters, spatial planning and organizational aspects. This allowed the formation of scientifically substantiated recommendations for ensuring the spatial development of territorial communities
