STATUS AND TRANSFORMATION PROCESSES IN THE FIELD OF LAND USE AT THE REGIONAL LEVEL

Abstract

The article establishes that in recent years, in the context of accumulation of negative phenomena, growing impact of the consequences of Russian aggression, the efficiency of land use at the regional level, the possibility of land distribution, formation and implementation of comprehensive development plans, and functioning of land resources of territorial communities have been reduced. At the same time, the areas of regional land relations management and the use of a multifunctional real estate cadastre are not sufficiently developed and implemented. There are certain contradictions regarding information support for the formation and use of land resources, where a significant number of cadastres and registers are used. The purpose of the study is to determine the directions of development of land relations at the regional level. To conduct the study, the following tasks were solved: characterisation of the state of formation and use of land resources in the regions; identification of the peculiarities of transformation processes taking place in the field of land relations at the regional level. As a result of the study of the state of affairs, the author identifies the transformational processes associated with the reduction of the land fund, which negatively affects the development of land relations. This is due to the effects of external and internal factors, as well as the consequences of Russian aggression. This year, the shares of inaccessible land were determined in seven regions. In this context, directions have been proposed that are related to the formation of comprehensive actions for the use of land resources and management of land relations, taking into account the impact of spatial, urban planning, environmental, investment, and security factors. In addition, in order to increase the efficiency of land use, it is of particular importance to develop and use monitoring procedures, geographic information systems, and implement elements of the land administration system
